About SERRA 
Earthquake 2005
The catastrophic earthquake of magnitude 7.6 on October 8, 2005 with approx. 1,400 aftershocks injured deep into the State body resulting the public infrastructure paralyzed, private infrastructure destructed, a large scaled deaths and injuries, resulted in vacuums and created multiplied devastation. An overwhelming response from national and international community helped the State to accommodate and compensate the losses to bring back the life in area. World biggest Rescue and relief operations employing 50 helicopters intercepted the devastation and a number of donor organizations rushed to participate in Rescue, Reliefand, Reconstruction and Rehabilitation missions on humanitarian grounds. To harmonize, organize and structure the Reconstruction and Rehabilitation Activities for effective, transparent, accountable and deliverable objectives, a State level “State Earthquake Reconstruction and Rehabilitation Agency (SERRA)”, under supervision of Federal “Earthquake Reconstruction and Rehabilitation Agency (ERRA)” was constituted to respond the devastation caused by the recent earthquake. SERRA has the overall management responsibility within the State for Reconstruction and Rehabilitation efforts.
Objectives
  • Provide managerial and institutional capabilities for implementation where the State Line Departments and district agencies do not have capabilities to implement the sub-projects;
  • Support Steering Committee in performance of its functions and undertake all the works assigned to it by the Steering Committee;
  • Coordinate and supervise the preparation of District Annual Work Plans for all Programme components and ensure that all Plans are prepared and submitted for approval as per specified schedule and formats;
  • Examine the Plans prepared by the Districts and ensure that they are in line with the ERRA guidelines and Programme documents and submit consolidated Plans for the consideration and approval of Programme Steering Committee;
  • Provide technical and management backstopping to District Reconstruction Units (DRUs) in all aspects of Programme management;
  • Prepare Annual Plans and budgets for all the State level activities;
  • Ensure prompt submission of Annual Work plans approved by Programme Steering Committee to ERRA;
  • Prepare working papers for the State Steering Committee meetings and prepare minutes of the meeting and decisions taken there in and circulate to all concerned in a timely manner;
  • Prepare Quarterly work plans for the AJK-ERA related activities and manage their implementation in an efficient manner;
  • Establish appropriate financial management, according and reporting systems with due regard for transparency and accountabilities;
  • Establish robust monitoring and evaluation system to ensures that all Programme activities are implemented in an efficient and cost effective manner;
  • Generate quarterly and annual progress reports for the information of Programme Steering Committee, ERRA and ERRA Council on specified formats and as per specified deadlines;
  • Promptly inform the Programme Steering Committee of any developments that may have a bearing on smooth implementation of Programme activities;
  • Perform all other planning, coordination and implementation functions as notified by ERRA and Steering Committee from time and as agreed with Asian Development Bank and World Bank in their respective loan documents.
Success Stories
Rescue & Relief
Rescue and Relief Operation has been successful as no deaths were reported due to epidemics, diseases etc. Relief goods as well as medicines were provided to the people migrated to camps. Besides, people were provided free transportation facility and special package comprising of CGI Sheets, food items etc. for repatriation to their original places. Now very few families are residing in camps whose lands have been lost due to the landslides.

Reconstruction & Rehabilitation
As social sectors of the economy have inleralia been badly affected, therefore, reconstruction of education / health facilities along with rehabilitation of Watsan schemes were given priority. Now all education and health institutions are functional in permanent, semi permanent or under transitional arrangements. Almost half of the rural water supply schemes have been rehabilitated.
Coordination
Coordination with ERRA
Since the ERRA is a policy formulating body at central level regarding Reconstruction and Rehabilitation programme. Therefore, coordination between ERRA and SERRA has become permanent feature. SERRA getting guideline from ERRA for planning to implgmematic of projects. This has helped tremendously SERRA for smooth implementation of the programme.
Coordination with DRUs
DRUs are coordinating and implementing bodies at District level, hence coordination amongst SERRA and DRUs is of vital importance. SERRA has arranged fortnightly progress Review Meetings at each DRU to oversee the ongoing activities, resolve irritants and to devise ways to accelerate the progress. For efficient monitoring & evaluation and reporting, above all have been provided V-SAT facility which has helped the entities a lot in timely data transferringetc.
Coordination with Line Departments
Since all Line Departments are owners of the facilities / infrasturacture being constructed in the State, therefore, the Line Departments have been entrusted with the task of planning, implementation and internal monitoring and evaluation of the projects. At initial stages, it was deemed important to arrange Weekly Review Meetings headed by the Chief Secretary GovAJK to foster the pace of progress and remove impediments. Now fortnightly meetings are being arranged to oversee the progress of previous fortnight. Policy decisions at State level are taken in the forum.
Coordination with NGOs
NGO’s have been awarded significant number of Education and Health facilities and Watsan sector schemes. Head of Working Group Meetings chaired by the Secretary concerned, participated all relevant NGO’s, have been arranged on monthly basis. General Coordination Meetings headed by the Additional Chief Secretary Development are arranged regularly to monitor the overall progress of NGO’s / Partner Organizations. The current staturs of progress is furnished to ERRA as well.
Coordination with Pak Army
Pak Army has probably been the major stakeholder in Rescue and Relief Operation and Reconstruction and Rehabilitation activities. For efficient and effective coordination Update Conference headed by the GOC Murree is arranged on monthly basis to review the progress of overall porgramm.
Coordination with Donors & Biletrals
Although Donors funds are coming through ERRA but for execution of Donors / Bilateral projects SERRA has to keep close liaison with all Donors/ Bilateral for prioritization of projects and their execution.

Disbursement of Different Types of Compensations
Deaths/ Injured/ Livelihood Compensations
Compensation for Dead, injured and Livelihood has been disbursed successfully and the program is almost completed. Payment for compensation for deaths having legal heirs issue is underway only.
Housing Cash Grant Compensations
  • Provide technical and management backstopping to District Reconstruction Units (DRUs) in all aspects of Programme management;
  • Prepare annual plans and budgets for all the provincial level activities;
